Flank steak is a long and flat cut from the abdomen of the cow.  Broiling or braising will increase the tenderness of this well-exercised muscle.  Otherwise recommended preparation is grilling or pan frying, for use in dishes such as London broil, fajitas, and beef stir-fry.
